Any Russian legal entity or a private entrepreneur, including a foreign citizen registered as a private entrepreneur, may apply for the employment of a foreign workforce. However, the expediency of such employment has to be duly motivated and confirmed by the competent authorities. As a rule, the number of foreigners to be employed depends on the scale of the corresponding project as well as on the number of vacancies created for Russian employees. For large-scale construction projects, up to several hundred foreign workers may be employed.

    As for today, the procedure for the issuance of the corresponding permits is quite favorable to foreign citizens, though bureaucratic to a certain extent.
